Certain meets have qualifying times imposed on them. There will be one of 2 reasons why this could occur.
1) To ensure the meet runs effectively and efficiently and to restrict the length of the time the swim meet runs. It also ensures minimum swimming standards apply to ensure safety of competitors.
2) Important Meets have difficult times in order to attract only the best swimmers in order to keep the quality of the meet high.
State Championships and National Championships are typical events where time restrictions are higher to attract the top swimmers in the state or country. It also helps regulate the number of entries that can be effectively catered for.
